The Scientific and Technological Research Council of Turkey (TUBITAK), Turkish Academic Network and Information Center (ULAKBIM) Cahit Arf Information Centre (CABIM) generates different solutions for access to academic knowledge in addition to information/document services offered at a national scale.

National Academic License for Electronic Sources (EKUAL) Project is being conducted by TUBITAK and contains national license agreements executed with prominent global publishers and content providers as well as the relevant efforts put in order to allow national research institutions to access academic electronic information sources effectively and commonly and encourage production of national and international scientific publications.

By EKUAL Project, electronic information services are rendered to support academic and scientific researches in Turkey and thus use of academic knowledge in high ratios and quality is encouraged.
