To make an application to the UBYT Program, first you must have both ULAKBİM and ARBİS memberships. It is also expected that the publication for which you want to get incentive payment should fulfil the requirements below:

1. Your work should be published,
2. The information about your publication should take place in Web of Science TM Core Collection databases,
3. Institution address or official residence address of the author in the author’s address section of the records in the Web of Science TM Core Collection databases should end with Turkey.
4. The journal in which it is published should be in the journal list of the related year.

In order to use the services offered by ULAKBİM you should have ULAKBİM membership.

You may become an ULAKBİM member by using the ULAKBİM Member Login box on the righthand side of the ULAKBİM webpage in the address http://ulakbim.tubitak.gov.tr/. Click on the new member link and enter your credentials as in your passport or identity card to start the membership procedure.

After the membership procedure is completed, you will receive an activation message reading “ULAKBİM Membership – Membership created” in the title. You must activate your membership using the link in the message. If you don’t get the message check the spam section in your email box.

If you forgot your password, or want to change it, you can use I forgot my password link in the ULAKBİM Member Login box on the righthand side of the ULAKBİM webpage in the address http://ulakbim.tubitak.gov.tr/. Your new password will be sent to the email address registered with your account.

ARBİS is a system designed to collect information about researchers working in universities, public institutions and private sector in Turkey, and Turkish researchers working abroad. The data collected in the system is regularly updated and can be used for a variety of purposes by these institutions.

You must click the link https://arbis.tubitak.gov.tr in order to register in ARBİS. You are required to fill in the registration form providing your credentials as in your passport or identity card.

ARBİS and ULAKBİM passwords should not be the same.

The journals in the Web of Science TM Core Collection databases, which comply with the international publication standards, which are refereed and are published regularly, are considered as international journals to be included in UBYT Journal List. These journals are classified by TÜBİTAK, according to the subject fields specified in Journal Citation Reports.

UBYT Program Journal Lists are made, ranking the journals in each group, taking Article Influence Scores in the related year’s Journal Citation Reports as a base.

UBYT Program Journal Lists created and came into effect by the decision of TÜBİTAK Science Council are not affected by the changes or updates occuring in Journal Citation Reports scores during the related year.

You can apply until the end of the year following the publication year. No payment will be made for applications after this period.

It is not possible to apply for online papers which are not published in a journal (using only the DOI number, without the publication year, volume, number, pages information).

You can have your institution’s name added to the list by writing an e-mail to ubyt@ulakbim.gov.tr.

WoS Accession Number is the identifier assigned to the publications indexed in Web of Science TM Core Collection databases. This number is given only after the publication is indexed.

Write down the name of your paper in the WoS Accession Number search box in the UBYT Application Form in your Member Page, and click the EVALUATE button to find out the WoS Accession Number. You can also get WoS Accession Numbers from the university libraries which are EKUAL (https://cabim.ulakbim.gov.tr/ekual/) members, by using Web of Science TM Core Collection databases.

Journals send published issues to the address of Web of Science TM Core Collection databases by post. The issue is indexed in maximum 30 days of its arrival. Delays in delivery are not included. You can fill out the form DATA CHANGE & MISSING ARTICLE /JOURNAL ISSUE REQUEST at http://ip-science.thomsonreuters.com/techsupport/datachange/ to get information about the indexing of your paper. You will get a reply in 4-5 days.

All the publications applying to get  incentive payment are evaluated after the completion of similarity analysis, according to UBYT Program Code of Practice. It is necessary that the fulltexts are uploaded in pdf format in UBYT Application Form, in order to carry out similarity analyses and control publication data.

The bank account must belong to the person applying for the incentive payment. The name and surname in the bank account given for the payment of incentive must be exactly the same with the name and surname on the UBYT Application Form.

The fulltext of the submitted publication in pdf form is uploaded in iThenticate software, to be compared with other documents in a comprehensive database. The similarity with other documents in the database is estimated as percentage.

It is a software used to check if the content of an academic paper is original and to determine the rate of plagiarization. You can access and use iThenticate through EKUAL (https://cabim.ulakbim.gov.tr/ekual//) member libraries.

This message appears when your credentials in ULAKBİM member page, ARBİS system, passport or identity card are not exactly the same. Check these information and try again.

Same message will be seen if there is a problem in the systems of ULAKBİM, ARBİS, Directorate General of Civil Registration and Citizenship Affairs. In that case, you should try again after waiting for some time.

You must write an e-mail to ubyt@ulakbim.gov.tr including the bibliographic information of your publication and the error message.

In such cases, a small confirmation box appears while you fill out the UBYT Application Form. You should check this box and go on with the application procedure.

If the other authors also want to apply for the incentive program, they have to apply indiviadually. There can be more than one application number for a paper.

In case of more than one author, the incentive is shared equally between all the Turkish and foreign authors. The money for each author who applies for the incentive is sent to his/her bank account separately. An author cannot waive his/her own share on behalf of another author.

After getting the incentive payment, you can copy or print your certificate in the “Rapor: pdf / rtf” section of the UBYT Application Form you filled out.

Book sections, book reviews, critical essays and all the other publication types, except those specified as articles and review articles in Web of Science ™ Core Collection databases are excluded from the UBYT Incentive Program, even if they are published in journals taking place in the UBYT Journal List.

An author can take incentives for as much as 10 publications within a year.

You can track the progress of your application online at the “Application Status” section after logging in ULAKBİM member page with your user name and password. If the procedure has not yet started, you will see a note reading “New Application”.  if your application is accepted it will read “Application Approved, Pending Payment”. There is no schedule for the payment of incentive grants. Grants are transferred to the bank accounts of the authors when funds are allocated to UBYT Program.

Advisor’s incentive is the grant given to advisors to promote international publications in PhD, Qualification in Art, or Specialty in Medicine studies carried out by the students they supervised.

Advisor’s Incentive is given to the primary advisor of the PhD, Qualification in Art, or Specialty in Medicine students, together with whom he/she has made a publication.

The publication type stated in Web of ScienceTM Core Collection database for the paper in question should be “article”.

The publication has to be made within one calendar year before or two calendar years after the graduation of the student, in order for the advisor to get the incentive grant.

If there are more than one advisors and students making the publication together, payments are made to primary advisors who have applied for the Advisor’s Incentive.

In order for the advisor to get the incentive grant, the student’s affiliation must be stated, and the insitution’s name must be the same with that registered in the system of Council of Higher Education (YÖK) National Thesis Center.

The advisor who wants to get the Advisor’s Incentive can make an online application to TÜBİTAK, filling out the Electronic Application Form in the Advisor’s Incentive section of the related webpage.

The status of the thesis in question must be “approved” in the system of YÖK National Thesis Center.

No, you can apply only to one of these incentives for the same publication.

In the case that the thesis in question is cancelled the Advisor’s Incentive paid is reimbursed with legal rate of interest to TÜBİTAK by the advisor.
