TÜBİTAK Incentive Program for International Scientific Publications (UBYT) aims at increasing the impact and visibility of international publications originating from Turkey.
The Program was initiated by TUBITAK in 1993, in accordance with the decision of Supreme Council for Science and Technology, with the objective of promoting scientific publication. TÜBİTAK Incentive Program for International Scientific Publications Originating from Turkey has been carried out by TÜBİTAK during the years 1993-2006. The task has been taken over by ULAKBİM since March 2006. The Program has started promoting publications in the fields of social sciences and humanities in addition to those in the field of positive science since 2006.

The publication for which the application is made should be indexed in
- Science Citation Index Expanded
- Social Science Citation Index
- Art and Humanities Citation Index
in the Web of Science ™ Core Collection.
Applications are evaluated by TÜBİTAK specialists, who decide whether or not the publication should be promoted. Similarity analyses are carried out by the specialists using special software or other methods. The publications for which smilarity analyses reveal a probability of ethical violation are presented to TÜBİTAK Committee on Research and Publication Ethics. Final decision about these publications are made after the Committee’s evaluation.
