Members and Membership Criteria

ULAKBİM has undertaken the task of administering TÜBİTAK EKUAL National Academic License for Electronic Resources since 2006, comissioned by the TÜBİTAK Scientific Council decision dated November 19, 2005 and numbered 136.

  • TÜBİTAK and its Institutes
  • State and Foundation Universities
  • Police Academy
  • Universities in Turkish Republic of Northern Cyprus (TRNC)
  • Ministry of Health Training and Research Hospitals (MHTR Hospitals)

Starting with the 2005-2006 academic year, the number of state and foundation universities has increased considerably. The number of state universities has risen by 79 per cent (from 58 to 104), and that of foundation universities by 170 per cent (from 24 to 65) (Table:1).

Associate Members

Public institutions in the country have been included in TÜBİTAK EKUAL as “associate members”, in accordance with the ULAKBİM Administrative Board Decision dated October 27, 2009 and numbered 61, in order for those institutions to benefit national pricing advantages in subscribing to electronic information resources. Transactions for the Consortium and pricing are carried out in ULAKBİM, in cooperation with public institutions. Associate Members are obliged to pay the subscription fees themselves. Public institutions which claim this service should apply to ULAKBİM Administration officially.

New Membership Criteria

All academic institutions offering graduate level education are natural members of TÜBİTAK EKUAL. New members will be granted free access to licenced EKUAL material by publishers, until at least two of the membership criteria is met.

Full accounts of those institutions which conform to these criteria at the end of the trial period will be added in the License Agreement, and the license fees will be determined upon negotiations between ULAKBİM and Publisher.

The criteria new members are expected to meet are:
  • The number of permanent faculty members and postgraduate students in newly established universities or specialist doctors / medical practitioners in new MHTR Hospitals [Full Time Equivalent (FTE) number] should reach the 10 per cent of the average FTE number of all the universities and/or hospitals in Turkey in the current year.New member’s FTE number=average FTE number of existing consortium X 10/100
  • For a new institution which conforms to the above mentioned condition to be considered to enter into negotiations for full membership, the use of fulltext articles during the trial period (last year) should reach the amount necessary to meet .unit cost. (*) of the database for that year.Consortium unit cost of last year = Publisher price offered for the new member / New member’s use of fulltext last year
  • These newly established institutions (universities and MHTR Hospitals) should have publications included in international citation indexes (TR WoS and Scopus) and the number of these publications should reach the average number of publications of .small scale. institutions acknowledged in License Agreements.

(*) Fulltext article download rates of subscribed collections are evaluated and the .Unit Cost. is determined accordingly for each subscribed collection at the end of each year by TÜBİTAK ULAKBİM. TÜBİTAK EKUAL Application Criteria for New Members:

  • They must have static IP addresses,
  • An EKUAL contact person should be assigned and his/her contact information sould be submitted to ULAKBİM,
  • They should acknowledge that during the first year the database will be on trial access.

Table 1: Increase in the Number of Institutions

The number of users in these institutions (students and faculty), however, has increased only by 79 per cent, total number being 1.109.649 in 2005 and 1.989.022 in 2013.

A similar situation is observed in the case of MHTR Hospitals. The number of hospitals increased by 20,83 per cent, while the number of researchers went up only -5,04 per cent in the years 2007-2013.

“TÜBİTAK EKUAL New Membership Criteria”, which arrange the inclusion of new institutions such as universities or MHTR Hospitals to License Agreements within EKUAL Project and subsequent license fees, have been defined in accordance with the ULAKBİM Administrative Board Decision dated January 8, 2010 and numbered 62.
